Changes to the taxi and limo laws also would forbid Uber and Lyft drivers from soliciting rides through means other than their online systems, and would ban them from cab stands “near any passenger depot, hotel, airport, ship or ferry landing, bus stop or station.”

Quite the opposite will happen in the U.K.

Recommendation 72 

 We recommend that there should be a new defence to touting, where the solicitation is in respect of a licensed taxi or private hire vehicle, if the soliciting occurs in a place which has been designated by that licensing authority for that purpose, and that conditions as may be specified by the licensing authority have been complied with. (Page 187) 

This means any Authority can authorise any place, including an Airport terminal to be a 'Touting' zone.
